The servers are almost always up (besides restarts). The amount of servers are nice if you ever want to try to go on different mods, and the staff are generally pretty responsive.

As Tekkit Legends experiences go, it's alright, but rather meh.
Don't let the player count fool you, they run many shards and include the entire population of all modpacks in the player list. Actual player population of Tekkit Legends shard is maybe a dozen or a little more at peak, not too much to speak of.
Speaking of shards, running so many server shards means your Tekkit Legends experience will be quite laggy even though the server is not well populated. Not just a little laggy, more like randomly being pulled a minute and a half back in time.
They do give rewards for leaving good reviews, so, it is what it is on that front.
There are some redeeming qualities, if those things don't bother you too much. The list of banned items is very small, and though the good stuff is restricted, in a unique move it _is possible_ to get the restricted stuff even if you can't donate to get VIP status. Playing for long enough (or leaving enough good reviews and votes) will allow the restricted content to unlock, even up to including an a-la-carte permissions system where you can, say, spend your points to unlock mining turtle permissions. This opens a path to free players to enjoy the breadth of tech available in Legends, basically in exchange for being a part of the community on the server. A decent tradeoff.
Additionally people from different shards can chat with each other by default, so it doesn't feel too lonely until you check your shard population and realize it's just you and ol' one-eyed Jerry in that world.
All in all, while I was turned off by the lagginess and low population of the Legends shard, DevCo does have a decent rank/point/restricted-items-permissions system and a pretty good, well-enforced social climate. Suitable for the more social or casual player who doesn't mind performance issues.

Having returned to tekkit after a 2-3 year break, I returned to DevcoFTB and was not disappointed. It has frequent players, fantastic staff and above all, an epic reward system to keep players interested and active. Simply great.
